Well, ABC for one:
"The ABC Television Network has a long-standing policy that we do not sell time for advertising that presents a partisan position on a controversial public issue."
Which may well be true.
Giving it away, however, poses no problem.
Not that there was anything "partisan" there.
So what, exactly, is ABC so afraid of?
